Rob R. Robley is the name given to one of Robbie Rotten's disguises from the episode Pixel TV.
With this newsreader character, Robbie hijacks The Mayor's news show and Bessie's weather forcast.
Selection process
There is no selection process in the Pixel TV episode.
In that episode, the four featured disguises are all seen in the disguise machine's chambers before being stored in Robbie's trunk.

Outfit Parts
A weird hairdo wig, a light purple button up shirt, a purple necktie with black stripes, a dark and light shades of brown lined on a jacket, and khaki pants.
