The construction worker is the disguise of Robbie Rotten's featured in the episode Birthday Surprise.
With it, Robbie takes advantage of an argument between the kids to build a giant wall separating the town.
Selection process
There is no selection process in the Brithday Surprise episode.
Instead, Robbie simply moves straight to pulling the disguise machine's lever to deploy the construction worker's costume, which is in the furthest chamber to the left.
During the episode's epilogue, the other four chambers are briefly shown in the background.

- Prof. H.R. Rottennen
- Robbie's normal outfit.
