Premise
Robbie Rotten tricks the LazyTowners into believing that he has won the town election for Mayor. Stephanie and the kids figure out that he cheated, and Mayor Meanswell becomes a secret agent. With the help of Sportacus, he finds out how Robbie cheated, and regains the office of Mayor.
Plot synopsis
Prologue
Sportacus is brushing his teeth and then attempts to throw his toothbrush back into it's slot in the wall but accidentally throws it out of his airship, he yells for his Skychaser which drops from the bottom of the airship, he proceeds to jump off his airship platform onto the falling skychaser, chase down the toothbrush, catch it, and fly back to the airship. From there he leaps to his airship's pole platform where he performs a series of straight-bodied swings around on the pole.

Robbie Rotten is in his lair, talking to himself about how close he was. The puppet swings around on his orange chair. Robbie yells that he's had enough of puppets.
Trivia
- The name of Robbie's disguise, Fordmil Meansbad, is a pun / spoonerism on the name Milford Meanswell.
- The shoe phone could be a reference to the 1960's American sitcom Get Smart, the main character in which had a similar shoe phone gadget. However, this idea has been used often in various films and TV shows since, so it may not be a direct reference to Get Smart, specifically.
- Of the many spy spoofs used in the episode, the opening shot from James Bond is used in a scene with the mayor.
